The Office of Community Development provides outreach and administration of the Rehab portion of this first time homebuyer program. Funds for both the purchase and rehab are at MassHousing’s lower than market rate and amortized over 30 years.
The Plymouth Office of Community Development has administered a Federal Community Development Block Grant-funded Housing Services Program since 1988. The CDBG program is managed by the U.S. Department of Housing & Urban Development (HUD).
Housing Services offers loans to Plymouth homeowners on a deferred basis, at a 2% interest rate for the purpose of correcting code violations. Eligibility is based on federal income guidelines and the type of work needed.
There are many rules and regulations governing the program, and applications are reviewed on a case by case basis, targeting low income families with children, elder and handicapped persons. Units with lead paint, failed septic systems, and imminent health and safety hazards are given priority over those with minor code violations.
